The Executive Committee Member and The Member of Parliament of 20-21th Term Mr. Şamil Ayrım Attended PABSEC’s 37th Meeting of Culture, Education and Social Affairs Comission on September 28–29, 2011 in Bakû 

The opening speech was made by Vice Chairman of Parliament of Azerbaijan Mr. Valeh Alaskerov, PABSEC President of Azerbaijan Mr. Asaf Hacıyev.
 
Turkey was represented by Vice President of AKP Mr. Necati Çetinkaya, Vice President of MHP Mr. Reşat Doğru and, as an observer, The Executive Committee Member of The Marmara Foundation and The Member of Parliament of 20-21th Term Mr. Şamil Ayrım.
The Commission put the subject of "Life Long Learning for member countries" as a main topic on the agenda. The report written up by Parliamentary Rapporteur Mr. Alexandru Mazare (From Romania) with contributions from the national delegations of Azerbaijan, Greece, Romania, Serbia.
 
Results of The Report:
 
The life long learning covers wide range of learning objectives, formal, common and continuous education programmes and student groups that would have been reached through an enriched these informal teaching circles. For this reason Life Long Learning requires wide variety of NGOs, actors including one by one citizens and the other partners.
 
Nations of Black Sea Region have a dynamic human capital and an encouraging latent in the area of education. Life Long Learning has to be promoted in the region. Promotion of Life Long Learning in region requires compatible strategies with social and economic development. These requirements intend also to create favorable conditions for the education of all.
 
The strategies of Life Long Learning is a must for overcoming the diffuculties of competitiveness and usage of new tecnologies, increasing social integration and equality of opportunities and at the same time sustainable development, harmony and stability.
 
Despite development of frames of Life Long Learning vary from place to place in BSEC region, many opportunities and diffuculties subsist. Proximity, common culture and history set ground for developing synergism in the area education. 
 
Regional cooperation has high importance for politics of the region and nations. It has also has a high importance for determining common strategies.
 
On the session of election:
Mrs. Jale Aliyeva from Azerbaijan was elected as The president of Comission
Mr. Reşat Doğru from Turkey was elected as Vice President of Commission
Mr. Alexanduru Mazare from Romania was elected as Vice PResident of Comission.
