Checks and Balances Network


In the year 2012, 33 non-governmental organizations, including the Marmara Group Foundation, met with the dream of Turkey, where we live freely with our differences, we know our rights are under guarantee, the justice is distributed equally, the administration is transparent, came together. In the framework of 108 proposals with common aspirations, the Balance and Supervision Network (DDA) was founded.

The Network, combined with the view that a balance and supervision system was essential for guaranteeing the rights and freedoms of the individuals with a new constitution, decided to continue to work for the settlement of the balance and supervision system with the aim of strong democracy over time while focusing only on the work of the new constitution in the beginning.

After completing the phases of growth and development, the network went to a new structuring, "strategic reform groups," on decision-making and implementation mechanisms of the Network, in order to make more impact in the society, to increase participation, and to protect collaboration of Network members with working together. The Balance and Supervision Network carried out its' sustainable advocacy works in different reform areas through the Constitution Reform Group, the Legislative Reform Group, the Executive Reform Group, the Judiciary Reform Group, the Local Administrations Reform Group, the Media Reform Group and the Civil Society Reform Group, within the framework of the strategies specified by the Network.

Each group develops and advocates short, medium, long-term reforms. The reform areas on which he or she is working must be in an accountable, transparent and participatory, equitable and supervisory system, independent and effective, without discrimination of gender, belief, ethnicity, political affiliation, language, geography, education and economic situation.

Internal Evaluation Group, Communication Group, Writing Team were also formed to support and guide the decision-making mechanism Coordination Group and to share their authority. Thus, instead of a single decision mechanism in the DDA's structure, a new system has been established that fits the values that Balance and Supervision Network claimed, where responsibilities are shared and supervised one another.

Today, nearly 300 members and NGO representatives, who work voluntarily in line with the same targets and on the side of the democracy with different approaches, are within the Balance and Supervision Network. Marmara Group Foundation EU and Human Rights Platform President Müjgan Suver is the spokesperson for the Judiciary Reform Group and is active in the network as a member of the Coordination Group and DDA spokesperson, who form the administrative staff at the national level.

Check and Balance Control Network Coordination Group Meets in Antalya

Coordination Group of Check and Balance Network (DDA), its Co-Chairwoman is the Chairwoman of the EU and Human Rights Platform of the Marmara Group Foundation Mrs. Müjgan Suver, held a meeting on December 8-9, 2018 in Ankara. Balance Inspection Network came together in Ankara

The Balance Inspection Network came together in Ankara to determine a new road mapin order to continue its studies for the years 2018-2020. At the regular meeting, it was decided to start working on the new organizational scheme and project management and to determine the DDA secretariat. Checks and Balances Network Discussed the New Structure

The representatives of the Coordination Group, Communication Group and Internal Audit Group have gathered in Antalya for three-days meeting marathon on the dates of February 26-27, 2017 in order to form the new structure of the Checks and Balances Network and determine the intergroup duties and responsibilities. Müjgan Suver, who is in the Checks and Balances Network on behalf of the Marmara Group Foundation, was elected in the Coordination Group as a representative of the Judicial Reform Group. At the meeting that took place in Antalya, Müjgan Suver, Şakir Gürel and Gamze Pamuk were elected as representatives of the Checks and Balances Network.

Network of Checks and Balances realizes its 2nd Great Meeting in Ankara

Marmara Group Foundation's long standing collaborator (since 2011) Network of Checks and Balances has convened in Ankara in 27-28 October 2016. At this meeting, in which issues pertaining to the recent political developments and current state of affairs formed the crux of the discussions, the spokesperson of the legislation working group Müjgan Suver has represented the foundation. The wide range of stake holders and members discussed the agenda for each component of the network, as well as defined and allocated roles and responsibilities for the sustainability of the network. As a result of the assessments, it was decided that Marmara Group Strategic and Social Research Foundation shall continue work under the Democratic Participation Group as a component of the Network much like the Istanbul Policy Center -IPC, or National Democratic Institute -NDI.
